CertificaŁes of origin may be issued not onły by the oHicial au lhorities of the Contracting States, but also by any other organizations which possess the necessary authority and oHer the necessary guarantees and are previously approved for this purpose by each of the Statcs concerned. Each Contracting State shall eommunicate as sooo as pos- . sib1e to the Secretariat of the League of Nations a list of organizations which it has desigoated for the purpose of delivering certificates of origin. Eaeh State retains the right oI withdrawing its approval from any organization which has been so notified to it, if ił is shown that such organizationhas issued certificates in an improper mann er. 3.
